León muncipality to compensate two underage girls abused by police officers

On February 2016, two Municipal Public Security Officers, Pablo Torres Garcia and Santiago Martinez Eulises, were consigned to Eighth Criminal Court, charged with rape against two girls; according to information from Deputy Attorney General of Justice of the State of Guanajuato, Joel Romo Lozano.

Romo Lozano said: “We found sufficient evidence to confirm that a sexual abuse was commited by one of these agents, with the direct complicity of his companion.

The facts

The young girls were walking down the street when the officers detained them, because they apparently committed an administrative offense, which was not specified by the authorities.

Then, the underage girls were forced into the patrol car where the law enforcement agents sexually abused them, and then let them go.

When the girls arrived home, one of the abused minors told her mother what had happened, she immediately reported to the Central Emergency (066).

The Zone Chief of the Municipal Police came to the young girls’ home, and helped the family in the task of identifying the accused officers.

The municipality shall indemnify the victims, in response to a recommendation made by the Human Rights Ombudsman of the State of Guanajuato.

On August 14, the Mayor of León, Hector Lopez Santillana said “with full respect, we abide the nine recommendation made by Human Rights Office.

“We reaffirm our commitment to recognize the good and punish the bad law enforcement agents, in order to avoid that officers violate the law and guarantee the welfare of our citizenship”

Finally, the two municipal police agents who committed the sexual abuse against the girls, were arrested after being identified by the victims, and taken to a federal prison facility, where they will await sentence.
