On August 2, a commission of the Municipal Planning Institute (Insitituto Municipal de Planeación: IMPLAN) approved “high intensity” land use permit for an area of 15 hectares to build a Mega Complex that will feature a hospital, a shopping center, a hotel and an entertainment center.
During the presentation, the council members informed that the project will be built on the property known as “Santo Niño“, located “Flor de Manzano” street.
Salvador Sanchez Romero, municipal official and president of IMPLAN, showed a blueprint of the project, which was sent by Gaby Outlet León, S.A. de C.V., showing the location of each property.

Sanchez Romero declared that “the land permit is the first step to start the construction of this huge complex, although the office of Urban Development still needs to analyze the feasibility of the project”.
“Truth is, the project could benefit many people in the area, considering that a hospital is part of the complex” he added.
The mega shopping center main access would be on Airport Boulevard (near “El Mayorazgo” neighborhood); other on Eje Metropolitano, and a third one at the junction of the León-Salamanca highway.
Ana María Carpio Mendoza, municipality official, expressed her concern about the traffic that this complex may cause in that part of the city, especially on Airport Boulevard, which is already saturated.
Carpio also stated: “I am not against the development, but we must consider the traffic situation”.
