Guanajuato, a benchmark in application of the Adversarial Justice System

GUANAJUATO, Gto.- During this week (Monday 20 to Friday 24, Feb.), German authorities and members of the Center for Development Research (Centro de Investigación para el desarrollo, CIDAC) visited different operating areas of the “Accusatory Criminal Justice System (Adversarial System)” in the state of Guanajuato, and issued a first diagnostic about their achievements.

Before ending their second tour into the state, Dr. Birgit Lamm, Director of the “Friedrich Naumann Foundation”; for Latin America; Professor María Novoa, Justice Department of CIDAC Director; Dr. Andrés Ritter, German academic researcher who works as a prosecutor in Rostock, Germany, presented their conclusions before representatives of the different state institutions which are responsible for operating the new justice system, including the president of the State Supreme Court of Justice and Judicial Council, Miguel Valadez Reyes.

Dr. Lamm was impressed with the practices being carried out. “It has been a great step, a very intense week, and some things have already become a reality.”

On the other hand, Novoa explained that, during this week we visited different areas of the Judicial Power, and witnessed the methodology implemented by the Judicial Management team. We also visited strategic areas of the State Attorney’s Office, the Public Defender’s Office, and other facilities of the Procedural Police that belongs to the Secretariat of Security.

“We made the first conclusions, there are enough evidence of good practices implemented in Guanajuato, how they have been applied in an integral way and how authorities have effectively separated the jurisdictional function from the administrative, it is a great success”, pointed out Novoa.

“Therefore, we take the evidence that will allow us to initiate the first actions to generate a proposal of successful public policies and take them to all Mexico,” Novoa continued.

Finally, Dr. Andrés Ritter underlined that, “Guanajuato have become a leader with their integral vision, setting the bases to create an efficient Accusatory Criminal System. The state of Guanajuato is a reference, not only nationwide, but also among Latin American countries.”
