The Penitentiary System of the State of Guanajuato obtained the first place at national level as the best qualified in the National Diagnostic of Penitentiary Supervision (DNSP) 2017.
According to the National Commission of human Rights (CNDH), the Penitentiary System of Guanajuato was the best qualified among the 32 state systems, including the federal and military prison systems with an average score of 8.19, which exceeds by far the national average established by the CNDH, which is 6.30.
The National Commission stresses that the prisons of Guanajuato demonstrated conditions of governability, respect for human rights and public policies that allow released prisoners full social reintegration, therefore, Ceresos de Guanajuato occupy the first place as the best qualified at a national level, followed by the states of Querétaro, Coahuila, Aguascalientes and Baja California, in that order.
With this result the Penitentiary System of Guanajuato comes on top of the list for the fourth consecutive year, in the annual diagnosis made by the National Commission of Human Rights (CNDH).
How is the review process done?
The objective of the National Diagnostic of Penitentiary Supervision, is to verify the conditions of internment of the persons prosecuted and sentenced who are incarcerated in our country, for that reason visits and tours are carried out in the previously determined prisons, in which the Supervision Diagnosis is applied.
In addition, as part of the process, direct interviews with inmates are carried out. These interviews are conducted in an area of maximum privacy in order to guarantee their human rights, in addition to interviewing managers, guardians, technical areas’ staff, as well as security and custody personnel.
